PHASE TWO: Development

 

This section consists of the selection and acquisition of logistic equipment, signs, and temporary safety barriers, the recruitment and training of human resources, the planning of complementary activities and promotion of the program.


Logistic Equipment

The logistic equipment consists of the collection of elements necessary to execute each Ciclovía Recreativa event, which we group into three categories:

Design

Program Graphics
Program graphics include the name, the logo for uniforms, logistic materials, letterhead/paper, publications, promotional brochures, etc. The development of the images should take into account the community at which it will be targeted, so that an image is chosen that is instantly identifiable by the community.  It is important to use colors that can be seen from a distance and reflect the concept of the program.

Name
It is important to choose a name that is striking.  One of the most popular terms is Ciclovía, which corresponds to the name of the program in Bogotá. However, in other places this term is used to describe permanent bike paths. Examples of the names of existing programs are presented in the following table.

Logo
Its important that the users of the Ciclovía Recreativa identify with and feel a sense of belonging toward the program and a striking logo is essential for attracting potential users.  Next are presented several logos from Ciclovías Recreativas the Americas.

Uniforms
The Ciclovía Recreativa staff (guides) should wear uniforms that associate them with the program. The proper selection of the uniforms should take into account the following four criteria:

  • Comfort: The garments should allow for freedom of movement.
  • Utility: They should include pockets that allow staff to carry different kinds of objects.
  • Visibility: You should choose clear colors that are bright and easily identifiable so that personnel of the Ciclovía Recreativa can be easily recognized by users. 
  • Climate Conditions: The uniforms should be chosen based on the climate of the city or municipality where the program is being implemented (example: summer, winter).

It is useful to use uniforms that permit the differentiation between the responsibilities of the Ciclovía Recreativa personnel (Route Chief, Guides, community service workers).

Temporary Safety Equipment
Temporary safety equipment includes the various objects used to close crosswalks, give indication to drivers near roads or lanes designated for Ciclovía Recreativa, identify the program, and facilitate the activity of the users.

The temporary safety of the Ciclovía Recreativa should meet the following requirements:

  • It is recommended that the signs and barriers be painted in intense colors (red and yellow are good options) with the goal of being visible. In terms of identification, the colors chosen as symbols of the Ciclovía Recreativa turn out to be very important.
  • They should be light.  Remember that they should be objects that are easy to move.
  • They should have characteristics that allow for the identification of their purpose.

The principle objects in this category are:

 

Caution Tape

Function: To mark the crosswalks and designate stretches of the Ciclovía Recreativa that will be used for special activities or to cordon off restricted or dangerous areas.

Use: The tape should be placed at a height of about one meter and should fully cover the area you want to section off.  If possible, the tape should have the program's logo.

Temporary Traffic Signs

Function: To divide various sections of the route and provide information, as much for the users of the Ciclovía Recreativa as for neighbors and drivers.

Description: In general they are metal or plastic structures, with bright colors and large enough to be easily identified by users and others.  The size varies depending on use.  However, they cannot exceed 1.5m in height or 2.4 meters in length, preferably metallic.  

Types of temporary traffic signs that you can use:

  • Closure Signs: Function: 1. To mark the crossing of the Ciclovía Recreativa with major traffic arteries, 2. To signal specific entrances (for example, entrances to garages, service stations or public places).

    Measurements: Height 38 in., Width 42 in., Weight 27 lbs.

  • General Information Signs: Their function is to inform, recommend and spread actions regarding the Ciclovía Recreativa. For example, on bridges these barriers indicate that users should cross on foot; they provide information about services offered by the program, dangerous crossings, route maps, schedule, etc.

    Measurements: Height 63 in., Width 40 in., Weight 50 lbs

  • Counterflow Traffic Signs: Their function is to divide streets and remind users of the reversal of the flow of traffic in certain areas.

    Measurements: Height 49 in., Diameter at base 25 in., Weight 30 lbs

  • Entrance/Exit Signs: Their function is to indicate the entrances/exits of the Ciclovía Recreativa, also to divide a street where vehicular traffic is necessary into the lanes for vehicular use and use by Ciclovía Recreativa. Caution tape is a very important supplement to the deployment of these signs. With the start/finish signs, in order to reinforce security, you can place other general information signs referring to the program.

Other Options

Plastic Traffic Barriers: These can serve to safely divide streets shared by the Ciclovía Recreativa and vehicular traffic.  They also help to implement speed reduction zones to moderate the speed of users at certain points, such as dangerous crossings, descents/grades, and pedestrian areas.  The function here, as opposed to on bridges, is not to force cyclists to get off their bikes, but to show a more precaution and moderate their speed in certain points.

Traffic Cones: These can serve to indicate the entrances into places with very low vehicle density, such as hotels or small residential areas.

 

Other Signs

Function: To provide information about services or events on the road.  For example, the proximity of hydration centers, restrooms, dangerous crossings, steep grades, the start/finish of the route and the schedule.

Example of a complex street closure

The closure of roundabouts or multi-way intersections, which requires the use of various signs and traffic control objects, constitutes one of the most complex street closures.

Necessary Items: closure signs, traffic barriers and caution tape

Description: The traffic barriers should be put around the circular track that is the central terrain of the roundabout.  Next, they should be arranged parallel to their functional position, but not yet in the road, together with the sign that will show the start of the central closure. After this, examine the direction of traffic at the start of the central area.  The sign should be the first signaling element visible to drives so they will keep clear of the Ciclovía Recreativa area.  Continue placing the barriers consecutively, until the closure is complete.  To collect the barriers at the end of the event, reverse the order of this process.

Public Services

Garbage Control

Function: To contain waste generated by users, such as plastic cups or bags.

Description: The containers should be large enough to collect garbage in large volumes, but not as large as conventional containers. They should be easily identifiable and portable.  It is recommended that the containers be made of a resistant plastic material and are painted with the internationally recognizable colors for sorting waste and are identified with the program's logo. 

Use: The containers should be located in high-visibility areas, separated by 400-600m.

 

Public Restrooms:
In the case of a city or municipality where public restrooms are not available as a public service along the route of the Ciclovía Recreativa, it is important to locate portable toilets where there is a high influx of people, such as parks, hydration centers or exercise centers.  They should also be placed along the route at intervals of 800-1200m.

Hydration centers
The hydration centers can be given, through a mechanism like franchising, to individual business owners or can be part of a program administered by the city or municipality.  It is essential to locate some kind of informational sign that announces the distance to the next hydration center. They should be located along the route at strategic points or every 5km. At the same time, they should avoid holding up the flow of users.

Assistance and Maintenance Centers
These centers can be offered through means of franchising or can be run directly as part of the Ciclovía Recreativa. These are places that offer users repair and maintenance services for bicycles. Signs should be placed that indicate the nearest point of assistance or maintenance.  They should be located at strategic points or every 5km.

Information Centers
This refers to centers in which a member of the personnel of the Ciclovía Recreativa provides permanent attention and information to users. At the same time, these points can serve as meeting places and places to collect data from staff. They are located at least at at the places where the Ciclovía Recreativa route begins/ends, clearly marked.

Bicycle Parking
This should be located at places of interest reached by the Ciclovía Recreativa, such as parks and public buildings. It is recommended that this bicycle parking be permanent infrastructure so the population can take advantage during the rest of the week. It is suggested that established business owners offer this infrastructure to the users of the Ciclovía Recreativa. Additionally, it is helpful to locate bicycle parking at assistance and maintenance centers, hydration centers, etc.  These last examples can be portable and should be light and easily usable.

Command and Control Center
This is a space that operates as a communications center and has representatives of the different agencies that provide security and other services at the Ciclovía Recreativa (guides, police, health, fire department, emergency services). It receives information on what is happening in the field from the guides and takes the actions necessary to address the situation.

When the route is more than 5 km long, the guides should have professional telecommunications equipment that is capable of functioning over the length of the route. This helps to ensure adequate communication with the command and control center and allows for successful events and security across the entire circuit.

Cargo and Transport Vehicles
Each event requires transport vehicles to carry the logistic material and personnel in charge of delivery, set up, and collection of the material (the set-up crew) at the end of the event. Depending on the capacity of each entity in charge of the Ciclovía Recreativa, these vehicles can be contracted through third parties or acquired as part of the program. The number of vehicles depends on the type of route (for example if it is linear or not), the number of temporary safety barriers and their size.

Program Office
The department in charge of administrating the Ciclovía Recreativa should have a program office. It is advisable that the office has a designated space for storage, where you can store operational materials (for example, medical equipment, uniforms, signs, etc.), and where you can find program records (for example, information on guides and chiefs, press information, and records from each event). The office should also be where the administrative personnel work (see Human Resources).
