Administrative Personnel
They are in charge of planning, managing and supervising the proper development of the program, once implemented and rolled out. The organizational chart, the functions and number of personnel, will depend on the size and complexity of the Ciclovía Recreativa. For routes longer than 10 km, the following minimum personnel are recommended: director, assistant to the director, chief of operations, and a social service coordinator. |

Director This is the person in charge of getting the program going and ensuring its proper development. Their functions are: to plan, organize and implement the Ciclovía Recreativa, to carry out general supervisory duties (as much in logistical concerns as in administrative), to organize and promote the development of complementary activities, to oversee the financial sustainability of the program and to coordinate permanent marketing campaigns. |

Assistant to the Director This person is in charge of supporting the work of the director. Their functions are: to be in charge of documentation and office records, to be in charge of the director's agenda, to process official correspondence, and to attend to the requests and complaints of the program's users. |

Chief of Operations This is the person in charge of coordinating event operations. Their functions include: to coordinate the logistic activities of each Ciclovía Recreativa, to keep track of all materials corresponding to the Ciclovía Recreativa, tocoordinate human resources (especially the guides and chiefs), to supervise the complementary activities that occur during the event, and to train the personnel of the Ciclovía Recreativa. |

Volunteer Coordinator Their functions are: to receive students who are completing community service requirements through the Ciclovía Recreativa, to train the volunteers, to distribute the volunteer's equipment (hat, whistle, stop signs), to keep track of the attendance of the community service workers, to supervise the volunteers, and to deliver the corresponding certificates. The Community Service Coordinator should be in contact with educational institutions, from middle school to higher education, in order to establish agreements that allow students to complete their community service through the Ciclovía Recreativa. Each municipality will establish the type of agreements required by local procedures. |

Event Operations Personnel The Ciclovía Recreativa requires support personnel. The program requires the following minimum personnel: guides or guardians, guide or guardian route chief, community service workers or volunteers, specialized support personnel from other departments. Additional personnel may be required depending on the complexity of the program. For example, personnel for complementary activities (aerobics instructors, trainers, etc.). |

Training of personnel The operational personnel, especially the guides and chiefs, should receive basic training from the moment of their entry into the program. Topics to include in the training are: mission of the program, citizenship, environment and health, street culture, first aid and civil protection, operational management of the Ciclovía Recreativa like radio use, counting, control, orientation, user attention, and management of the forms for monitoring and evaluating the program. |

Support staff In addition to the administrative and operational personnel, each Ciclovía Recreativa event should have support personnel from the municipality, including: police, transit workers, paramedics, firefighters, civil protection, inspection of open spaces, and other departments such as art and culture, science and technology, and community development. The presence of these personnel is negotiated through a request to the heads of the various municipal departments involved (fire, police, health, transit). They should be introduced to the program and clearly establish their roles and participation. The desired goal is to make agreements with the various departments. The formality of these agreements depends on the particularities of each city or municipality. |
