Evaluation tools for the Ciclovía Recreativa

part 7 of 7

Cost-Benefit Analysis of physical activity for Ciclovía program users

What is a cost-benefit analysis?

An estimate of the economic direct health benefit per physical activity of  Ciclovía Recreativa users compared to the costs of operation and use of the program.

What is the purpose?

This analysis helps to understand the relationship between the funds invested in a Ciclovía Recreativa and the economic benefit generated by the physical activity carried out during the program. In case a greater benefit than cost is found, the analysis serves as justification for the economic viability of the program. In the opposite case, the analysis helps to detect problems with attendance levels or the duration of the event.

What information is necessary?

This type of analysis requires the following information:

1. Statistical data from the program:

  • Average attendance per event.
  • Length in kilometers of the Ciclovía Recreativa.
  • Average duration of participation of users by type of activity (cycling, walking, skating).

2. Program Costs:

  • Operational Costs: Including payroll, logistic support, services from other entities, rents, etc.
  • Logistical Equipment Costs: Including employee uniforms, temporary safety equipment (signs, barriers, tape, first aid, etc.) and any other activity necessary to carry out the program.
  • User Equipment Costs: Including the cost of clothing used during the Ciclovía by activity type. In general includes the cost of a bike, pair of skates and helmet. The cost of leisure time can also be included.

3. Direct health benefits per physical activity: This piece of information relates to the difference between the annual health costs for a physically inactive person and the annual health costs of a physically active person in the country where the study is being carried out.

Once the required information is obtained, proceed to calculate the cost/benefit ratio with the goal of evaluating the economic impact in terms of prevention through physical activity generated by the Ciclovía Recreativa program. This analysis should be conducted by trained personnel. It is recommended to have personnel trained in economics or engineering.
